how can i move the title bar to the bottom of the window.

hope u guys understood my question,

generally title bar is located at the top ,

but i need to know is there a way of inverting the window
so that the title bar is at the bottom and if i use the
shade action property (linux) by double clicking on the title bar
it will give me a feeling as though the window
shades up and down.

hope u guys understood my question
i know that this question may sound wierd to many, but i am
just curious to know.
