Hi,
With the window manager controlling the window title, how can users change the font size for the window title? Is there a way to set up the window title font in the X application?
Are font sizes for menu labels controlled by the window manager also?

The short answer
Via defaults. No. Via defaults.
The longer answer
It is, I think, a mistake to think of certain aspects of the visual interface as being under the control of the window manager, as though it were some third party with bad taste in graphic design. The user picks the window manager (in most cases) and can set the fonts and their sizes. The window manager is really an agent of the user. So, to answer your questions more completely
- the user controls the font size by specifying the value in the defaults files that the window manager (in this case mwm, which supports the concept of titles) pays attention to
- the X application doesn`t understand the concept of titles, so there is not an ICCCM-conformant way of setting font preferences (nor, do I believe, is there even an mwm-specific way)
- font sizes for the menu labels are controlled by the user via the window manager settings.
