Shift-Tab widget traversal tag with freetext widgets

I am porting an application from Motif 1.2 to Motif 2.2.2. When a freetext box (scrolling text) has focus pressing a SHIFT-TAB should traverse to the previous widget. This works on the old version 1.2 but fails to work on Motif 2.2.2. Has anyone had a similar problem??
