When I use locale KOI8-R title caption look like
{MotifZoneMotifZone GeneralGeneral} at Rus.

Let You describe Your problem more accurate.
Title caption of what window?
Of what application?
What OS do You use? What Motif version?
And do You absolutely sure that is a MWM problem?
What about titles of other windows?
Possibly Your browser can not correctly
interpret one of www.motifzone.net pages.
Does Your browser correctly displays other sites/pages?

all RUSSIAN captions

FreeBSD 4-Stable, OM-2.1.30, locale ru_RU.KOI8-R

YES!
If i switch at US locale I see correct captions

English is OK

its not browser
Let You see message Thread "Motif and KOI8 locale" in `Developers` discussion forum (especially Message 1665).
Motif is not supports KOI8 locale by default.
Please apply the patch supplied and re-build OM.
It seems to me that my patch can cure You problem.
I can send to You the file that need to be put into /usr/ports/x11-toolkits/openmotif/files before rebuilding. If You need this file please
send me Your coordinates to e-mail in the bottom
of the message.
After the OM rebuilding/reinstalling command
xterm -title "????????" works fine as the uil and
localized input.
Tested platform (in my case) - FreeBSD 4.3-RELEASE, 4.1-RELESEE, OM 2.1.30
from /usr/ports/x11-toolkits/openmotif.
