i have made a dialog modelless,
and i want to make it on the topmost anytime which like a dialog "find" in windows.

The usual answer is "Dont` do that" -- imagine what would happen if another application does the same thing.
The comp.windows.x FAQ has a deeper discussion about this.
You would need the cooperation of the window manager, in any case; and, anyway, most window managers stack dialogs in front of their corresponding applications.
