I don`t have the source in front of me right now, but if I recall correctly, that file is automatically generated, and generated during the "make includes" phase. You should be able to go into the clients/uil directory and explicitly "make UilMsgCatI.h", which should build the tool that then takes the input file and generates that header file. In a normal build, the file is then there in time for the "make depends" pass.
