Hello,
I must create a root-descendant window but without any resizable border, no title bar and min. or max. buttons this will have to work with any windows manager.
Can someone please help?

Easy -- it`s impossible to do.
At best, you can give hints to particular window managers so that mwm and its descendants, say, will perhaps honor your requests.
Alternatively, you can make the window override-redirect, which has the visual effect that you want while leading to other complications.
