Any thoughts on how to process the troff source of the motif books, i.e. what macros are required and so forth?

If I recall correctly, ORA used a modified version of the ms macro set. I`d imagine that the macros are distributed with the book source. You can probably use groff (from the GNU distribution) as the troff equivalent. I`m not sure what ORA used -- possibly xroff, a commercial troff version from Image Networks.
