When I try to install openmotif 2.3.0-1 on my Red Hat Enterprise Linux 4 machine, it gives me an error of a failed dependency, asking for libXm.so.3. It was my understanding that openmotif contains the libXm.so file. Does anybody have an idea about what's going on?

That is correct.
But maybe it is divided in two packages, one for openmotif runtime, which would contain the libXm.so.3, and the other for development. The development package would require runtime, and thus libXm.so.3
Can you post the exact name of the rpm you are installing?
Then it is easy to check which packages does this rpm require.
